According to data released by the Ministry of National Economy and Finance, Greece's state budget surplus in the first quarter of 2026 has more than doubled the initial target.<\/p>\n
The non-interest surplus reached 5,175 billion Euro\u2019, despite an estimate of 2,298 billion Euro\u2019. In the same period of 2025\u2019, this figure amounted to 5,148 billion euros.<\/p>\n
The ministry said the headline result was inflated due to one-off and time-shifted entries, including advance payments for armaments and investment programs, transfers to general government agencies, and revenues from the Recovery Fund and the Public Investment Program.<\/p>\n
If we leave these out, the basic overflow is estimated at 358 million euros.<\/p>\n
On the income side, the early arrival of the seventh Recovery Fund tranche, valued at 884m euros, initially scheduled for June, and additional revenue of 461m euros from the European Investment Fund \u2019, increased the result.<\/p>\n
The January figures also included transactions related to the 35-year concession agreement on the Egnatia Highway motorway.<\/p>\n
In the January-April period, net state budget revenues reached 25,165 billion Euro\u2019, amounting to 2.1 billion Euro above the target. The sum of tax revenues amounted to 22,743 billion Euro\u2019, but excluding the Egnatia Highway concession and one-time entries from the Elliniko casino, it reached 22,302 billion Euro\u2019; Contrary to estimates, a marginal deficit of 39 million Euro\u2019.<\/p>\n
Tax refunds in the period increased to 2,601 billion Euro\u2019, largely due to the VAT refund attached to the Egnatia Highway concession. Public Investment Program revenues reached 2,311 billion Euro\u2019, well above the target.<\/p>\n
On the spending side, state budget payments amounted to 23,287 billion euros; Although this was higher than in 2025, the estimates were 686m euros lower.<\/p>\n
Most of the funds went to health, social security and transportation; This includes transfers to the National Organization for the Delivery of Health Services\u2019ne (EOPYY), the Organization for the Management and Payment of Social Welfare\u2019ne (OPEKA), public hospitals and transport operators.<\/p>\n
